I am trying to build a program which has a list from 0-999 (defined as draftnumbers), that will have 7 people randomly assigned each of those values. as the draft progresses it needs to reassign the numbers of the person eliminated until the last person has 100% chance of winning. each person does not have same chance of winning it must differ because how how the placed in the season.

I can not figure out how to randomly assign the values without rearranging the list itself. preferable it just show up as a highlighted colour who owns the number then pop up the winner after i type in all 3 digits.

I expect many of headaches trying to figure this out with me and i really do appreciate any suggestions and answers.
