If I open the txt file with notepad the numbers look different then when I open with excel. Can anybody tell me how I get the numbers the same in excel as in notepad? (the ones in notepad are correct)

I dont know how you got that format.
If you save as text file tab delimited the numbers remain the same in inverted commas.

Ensure you describe your problem clearly, I have little time available to solve these problems and do not appreciate numerous changes to them.
If I open the txt file as excel file the number format changes (as you see in the .xls file).

The numbers seem to import just fine for me. My guess is that your system is set to use "." as the thousands separator and "," as the decimal separator, where the text file is using "." as the decimal separator. Check your system settings, or override them in Excel options to make sure that Excel will use "." as the decimal separator.
