combining cell values

Hi, I have data like cols A & B. I'm trying to create C


A B C
code color options
1234-3 Tortoise
1234-1 Black Matte
1234-2 Black
1234 Black::0|Black Matte::0|Tortoise::0


FOR EVERY PARENT NUMBER, GET EACH CHILD (HYPHENATED) NUMBER'S COLOR AND SEPARATE BY THE FORMAT AS SHOWN ::0|
it also needs to go in chronological order, ie: -1, -2, -3, etc

Any ideas? I had done this with helper cell formulas but don't remember how now. See sample attachmentsample151214.xls

I think there'd be a better way than this, but it does work (only up to 3 colours though).
