    Data Validation Which Disable Data Duplication

    I don't understand the data validation formula here. The function of the formula disable data duplication for the range "H2:K15"

    1) Second argument of the function (COUNTIF) requires criteria (condition). But here a range is written.

    2) The ranges used in the formula look like meaningless to me.

    Could you explain please?
