    what do I use to count occurrences from 2 different columns

    I have two columns that I want to count up the times two set conditions happen. For example, how many times does column B have a ".5" and column C have a "2 -1" aligned in the same row. Once I see a formula for that (highlighted in the attachment) I can adjust to fill in the rest of the chart in the attachment.
