I am not sure I follow you. Could you perhaps explain a bit more, or even upload a workbook example.

Row 3: 0.2*0 ,0.2*1,0.3*0,0.3*3
Looking for an option to readjust the percentages lost to those that has values.ie 0.2 and 0.3 needs to be reapplied to those that had values.

Well the simple
Formula:
=A1*A2
in row 3 will produce the results for which you are showing a calculation but I'm by no means certain that's what you're asking because of your mention of some readjustment. In which case please clarify further with a worked example containing manually created results.
