You could try using this as a conditional formatting rule:

Select cell A3 (plus others below it if you have more data than just one row), then click on Conditional Formatting | New Rule | Use a Formula... from the bottom of the list, then enter this formula in the dialogue box:
=TODAY()>$B3+182
Click the Format button | Fill tab and choose your colour. You might also want to change the foreground colour on the Font tab to white, and to select Bold to make it stand out even more. Then click OK twice to exit the dialogue box, and Excel will adjust the cell references to suit the pre-selected cells.

Give this a try.
Select column B3 down as far as you need, then in Conditional Formatting, New Rule, Use Formula..., enter this formula and apply the formatting that you want:

where do i find the applies to
The Applies to should will be on the dialogue that shows up after clicking ok after entering the formula and formatting. If it hasn't shown up, click on Conditional formatting, Manage Rules, select workbook and the rule should be there as well as the Applies to information next to the rule.
