Memory Error on Network drive files

I'm not sure if this is an appropriate place for this, but I'm having some odd memory errors and I'm not sure what may be the cause.

On a network drive, I try and open some macro enabled worksheets that range in size from ~100KB to ~450KB (still relatively small). Excel opens them in Protected View and lets me enable editing, but as soon as I click on a cell it freezes, crashes, and gives me the following error:

There isn't enough memory to complete this action.
Try using less data or closing other applications.
To increase memory availability, consider:
- Using a 64-bit version of Microsoft Excel.
- Adding memory to your device.

Now the odd thing is that if I copy the file to a local location (like my desktop for ease) and then open it, everything works normally. I can then go ahead and save the file back to its network location and continue working on it (without closing and reopening Excel of course). If I then close Excel and reopen the file from its network location, I get the same memory error.

This doesn't happen with all files, only a select few. I've attached one of the problem ones so if you see something out of the ordinary in it, let me know. This file is essentially just a stormwater balancing file; what it's doing isn't as important as the error I get upon opening it.

There are no external files being referenced whatsoever, and no real extensions aside from the default ones.

This is all in Excel 2013 (32 bit) running in Windows 7 64 bit on a Xeon 1620V2 with 8GB of Memory.

I'd be very appreciative if someone could pinpoint the problem here as I'm at a loss. I don't have the CD/Serial Number for Office so uninstalling/reinstalling isn't a great option for me at this point (could be done but not ideal).
