Lock section of sheet without split?

Hello everyone,
I want to put a section to the right side of my spreadsheet that is independent of the data on the left side of the sheet when scrolled. This would leave the data on the right side and also the header (first three rows) frozen when the page is scrolled vertically.

Is there a way that I can scroll a section on the left side of the sheet and leave the header and data on the right side of the sheet frozen? It seems that freeze does not work on multiple selections. It works fine for freezing a header and a column by placing the cursor in one position but I want to be able to change this position to different locations on the sheet. So in one part I want to freeze horizontally and then move the cursor to another part where I want to add another freeze vertically. I cannot seem to be able to do this.

If I split the spreadsheet it just puts the same data both sides and I also cannot seem to freeze and split at the same time. Perhaps there is a way of adding scroll bars to the middle of sheet so that I can just scroll different areas of the page whilst leaving other areas in the same place?

I have added an attachment example of what I am trying to achieve in case my explanation is not very clear.
