Excel 2013, can't access VBA help

After the update to Excel 2013, I can't access VBA help. When I try, I get the message: You need an Internet connection to view Visual Basic Help, but your administrator doesn’t allow you to connect. In addition, there’s no box to write a question as there was Excel 2003, which still works fine.

I’ve turned off the antivirus and firewall and allowed full permissions to all PC users at the hard drive. None of that helped.

For VBA help offline, download the VBA Office 2013 documentation from the following link:

Re: Excel 2013, can't access VBA help

Sorry it’s taken me so long to answer your reply. Thank you for your suggestion. I tried it, but still have the problem.

To clarify the matter, in Visual Basic, when clicking the Help button, I get three choices.

Microsoft Visual Basic for Applications Help F1—still get message saying: You need an Internet connection to view Visual Basic Help, but your administrator doesn’t allow you to connect. One other thing. Excel switches from Visual Basic mode to the worksheet mode. That doesn’t seem that should happen.

MSDN on the Web—Works as expected.

About Microsoft Visual Basic for Applications…—works as expected.

Excel 2003 works just fine on this PC with Windows 8.1. Shouldn’t Excel 2013 do the same?

Has nobody had this problem of not being able to access help from the VBA editor?
