SUMPRODUCT for cells meeting the criteria

I need to do a sumproduct for two columns D and E. D is the weight (%), and E is the value. To calculate the weighted average, cells in column E need to meet some condition, and also I need to consider cases with errors or blank spaces.

This array formula can do the job. But it does not look very neat. Is there any way to simplify this formula to accomplish the same task?
