Return a numberic valule based on text

HI all.

I need help returning a 1 based on data having a ~ symbol. I am using a if statement, however it does not seem to be working the way I want it to. Example is attached.


Here is the problem; if there is a ~ in column B I would to return a 1, otherwise I would to return the numeric value.
