Conditional Formatting Top/Bottom 10% rule

Hi,

I could not understand that how Excel applies CF when using Top/Bottom percentage rule.
I have applied these percentage rules to different data sets but could not get the logic that how Excel formats the values?
Please explain the logic and criteria behind these rules.
