Pie chart with categories and pulled slices

Is it possible to make a pie chart like this with categories and pulled slices? I need to keep the slices together that are in the same categories.

Not with a single chart. You can not explode AND reposition slices.

You would need 3 separate charts.

An alternative is a pie/donut combination where the donut ring imparts the grouping.

Funny, I did something very similar to that, but my boss didn't like it. He saw a chart like the sketch I drew up in a magazine and thought I could do it in excel. Funny, I wonder what software the desktop publishers are using that can do this, where excel can't?

I would image it's just shapes.
