Auto Raw Insertion

Hello there,

I have a question, I'm not actually sure If I can do what I'm trying to do here with Excel but here it is anyway...

The general point is that I'm trying to automatically insert a raw in a table when a certain data changes.
And Is there a way to make that new blank raw copy the same content of the data in the row above?
