changing formula in one cell and auto adjust the rest in col

hi all

is it possible to adjust a formula in lets say S9 and it automatically adjusts all the rest in that col. if so how?

the reason i ask is that when i add a new row all my other formulas shift down but just one col does not and just keeps repeating the same row

or if i add a row and as i have auto sort in place

D34 will still say 34 even if its in row 24 when really is should say 24 because thats the row its been put into
