Excel 2013 - Header Info in Column A - Transpose Question

Good Afternoon,


I would like to convert column A to headers and column B data in rows. I know that the transpose will accomplish this sort of, but confused since the data repeats in the column instead of rows. I hope i explained that clear enough.
