Sumifs not working

Hello everyone,

I am trying to get my sum if formula to work but I am having zero luck. Can someone please tell me what I am doing wrong?

It doesn't like one of my criteria and I can't figure out why? I have attached the file below. The error is on the first tab DC SPOP Calculation.
