in row 1,2,3 // Collumns B, C,D,E i have Time values formated in Time: 13:30

In A4 i have a time value also formatted in Time: 13:30

When using conditional formatting i use a formula to assist in matching:
Formula: =$A$4=B1
Format: Yellow
Applies to: =$B$4:$E$4

In theory this should highlight the cell wehre my time in A4 match a corresponding value in a cell above my applied cells. In the example it works with all scenarios where i change C1 to C2 to C3. But in my own spreadsheet for some reason it does not. When i change C1 to C2 or C3, the cell does not highlight. i first thought this may be a cell formatting issue and made sure they were all formatted as TIME: 13:30. this did not change the highlighitng issue. im struggling here

i have tried closing Excel, and tried re-formatting each cell to make sure they are all TIME: 13:30

Unfortunatley im under some time constraint and could really use some help if possible.
