Changing text color once entered based off a value of another cell.

Hello everyone.. I have a "Standard" Column and an "Actual" column..I want to configure this so if the actual is punched in the number in the actual column once entered changes based off the value in the standard.. So for instance.

I want if the actual is below 25, Green Text, if its 5 or less above the standard..Yellow and if its 5 over the standard then Red.

This should be done in conditional formatting correct?
