Special count issue

I posted this yesterday and I thought it was solved but upon a closer look I found it is not completely resolved.

I also ran into another issue so I decided to repost in a new thread with a link to the original.

The first issue is a remainder from the original post.
On the sheet 'Draft' I need column "F" to reflect the values I have typed into the cells.
The Idea behind this is In doing a 'draft' from a list of eligible golfers, in order to be fair whoever gets the first pick in the first round of picks has a slight advantage. If that individual gets the first pick in all subsequent rounds that slight advantage becomes bigger. So to level out the playing field in each new round the person drafting last in the current roud gets the first pick in the new round. The picking order reverses for every new round.

So I need a formula to assign the picking order dependany on the number of people drafting and the nomber of rounds. Clolumn F.

The next issue is on the sheet 'Draft List'. I need to fill out the table D3:P13.
