Having trouble creating multiple work rosters in a table form using dates and times.

As per attachment....Trying to create a table (Table 1) equivalent to (Table 2) from the information from (Table 3) giving the maximum # of workers from the group as the number in (Table 2) using the start/finish dates and times in (Table 3). Note (In RED) change over times from dayshift to nightshift........been trying on and of for months hope someone can help. I think Im trying to be too complicated.
