Conditional Formatting - Color Formatting for Blank Cells

In my attached worksheet, can anyone tell me why in my conditional formatted rules, cells Y78:AM78 are shading green when there is no data entered in them? They should be shaded like the rest of the cells that don't have a value light blue.
