Carry numbers from vertical to horizontal

I have 5300 numbers that my customer is requesting in a format I am unable to figure out. This file is a cross over file for our number to an OEM number. In many cases there are multiple OEM numbers that cross over to a single number. They are listed in column A.
My customer has requested that the numbers be carried over vertically as in the sample I have provided below.

As you can see there are 2 different GM numbers crossing to 11626. I need the GM numbers to be horizontal instead of vertical, then eliminating the vertical numbers making just one number crossing over to however many cross overs there are.
