Time function in Excel

I need help.

Please fnd the attachement.

I have Start time and End Time.
I need to give following tagging for time.
1-6, 7-12, 13-16, 17-24

eg.
Start time : 9:15:06 am (hr:mm:sec)
End time : 13:25:16 pm.

Start Tagging : 7-12
End Tagging : 13-16.

Kindly suggest the formula for the tagging.
