Convert Column headings and values into Row data

Hi everyone

The following is a simple sheet showing sales forecasts for 3 client accounts (name, city, country) across 3 months.
If you're asking a sales rep to record their data in a sheet, this is typically how they would like to do it.

However - in order to be able to analyse the data in pivot tables etc you'd much prefer to have it in flat file format like this.
Trouble is that most users don't want to capture the data like this - it's not at all intuitive or user friendly for them:

Is there a good solution for converting data from a tabular format like table #1 above, to a flat file format like table #2?

OR alternatively, allowing users to capture the data through an interface that looks like table #1, but which creates a data file structured like table #2?
