Help with Index / Match

I have the following data

Name ownership
Philip 2.59%
Philip 2.43%
Jone 5.00%
Rose 3.25%
Philip 3.00%


I have 3 persons with the same name Philip who have different ownerships (%). I used Index match to read the ownership of each Philip but it keeps giving me the first value 2.59% for all philips. How can I make the excel match the next value for next Philip

What if I want to match those names who have partnership of 3.25% or below.

It does not work perfectly. Should not list Rose as well together with Philip because she has 3.25% of partnership
