If value in cell M and cell N is empty then 0

Hi,

I tried to google this problem but it is a bit more specific than you would think.. I have a bunch of values in column M, and if there is a value in a cell in column M then the corresponding cell in Column N needs to have value "0". So M3 is blank, N3 stays blank. But M4 contains "4.67%" so N4 should contain "0". On top of that, if N4 were to already contain a value (say 2), then nothing should be done.

Is there any way to do this that does not involve me checking 600,000 rows manually?
