dividing count ifs

I get DID/# error with this formula.. i wanna divide count ifs by count ifs.. could you please help me out

The second COUNTIFS is returning 0, so it must mean that either no value in 'Average HC (Quad)'!$A:$A is equal to 'Attrition Vol (Quad)'!$A4,or/and no value in in 'Average HC (Quad)'!$D:$D is equal to 'Attrition Vol (Quad)'!E3.
