When setting custom print area, cells are shrunk on the page (printing small)

I'm not as familiar with Excel 2010 and I'm having a problem when trying to print.

I've set specific page breaks on this spreadsheet with repeating rows at top and left. However, when I try to print the pages, it shrinks the cells on that page down to an unreadable size for no reason. It is not the margins (you can clearly see where the margins are marked), so I'm not sure why it's shrinking it down and putting all the blank space around it instead of fitting it to the page. When I remove the custom page breaks, it fits everything to the margins and it's completely readable.

I've attached two screenshots here. The first is the Print Preview showing the weird shrinking, and the second is the Page Break Preview showing how I set up the custom breaks.

Any help you could give would be greatly appreciated!

    Thanks,
    vespertina

What is under that custom scaling button?
    Is shrink to fit on?

Yes, but Shrink to Fit is for shrinking specifically to one page wide, one page tall, or all on one page. And even when I choose these (which don't work for what I want, but I tried it anyway) it still leaves a huge white space around the whole thing, shrinking it the same way.
