Columns Spaced Differently in top/bottom sections?

Hi there,

Im looking to make something similar to the photo link but not sure how to go about it.

In this excel sheet the top sections seems to have differently spaced columns front he bottom half. How can this be done?

Also, how so i set cells to have a defined text format, so when I type or copy something form the internet or Skype and paste it into some cells it will always paste as the default size, font etc, that I want?
