if value is above target output target and corresponding month

Hello,

I have a set of data with numbers across the months of January to December. I have a target that the person should hit annually.
I want to know if the person hits the target, what that number is, and what corresponding month the person hit the target. The target is calculated month by month eg. Annual Target is 20, January 10, February 12, March 5. Total person got was 27 which is over annual target and they qualify in month February.
