Conditional Formatting - Not working.

Okay. I am either being REALLY dim or my Excel is broken.

So I have set up Icon Sets for a table with Conditional Formatting yet it doesn't seem to work.

I have it set up so

Greater than or Equal to <= 90% is a Green tick,
Less than 90 and Great than or Equal to 90% is Orange/Yellow Exclamation point
Less than <80 is a red Cross

Yet as you can see it doesn't lay it out that way. HELP please
