Excel data under header to be header and header to be data

Hi team,

I am working on a data set wherein I have a data in tabular format. I wish to change the overall look of the data. I wish the column header to be data for data to be header.

Attached excel sheet have Input data on Left side and expected output on Right side. I have filled in only representative data..
