    On sheet3, in H5 try this....
    =IF(SUMPRODUCT(('csm report'!$C$5:$C$16=$C5)*('csm report'!$H$1:$CA$1=H$1)*'csm report'!$H$5:$CA$16)=0,"",SUMPRODUCT(('csm report'!$C$5:$C$16=$C5)*('csm report'!$H$1:$CA$1=H$1)*'csm report'!$H$5:$CA$16))
    and then drag across and down.
