Multi-level Sorting Issue

Hi All,

Can anybody please tell me why the data is getting sorted as per the order I have defined in the attached file?

In Column F the numbers are not coming in order as it should be. I have highlighted the issue in Red.

Yes that I know it's working. But I need to implement the multi-level sorting. Please goto to Data->Sort in the file I uploaded. You will get to know what I need to achieve.
