Data validation with limit

Total amount payable is 24,000

Monthly installment varies. from 1100 to 2550.

If i select 1100 in cell c4 it should show the same intallemnt across whole of row 4 till it reach maximum amount i.e. 24000. And in the last cell it should show any residual instead of complete installment.
