Insert Object Help

I need a place for users to put comments on my spreadsheet and it needs to format like Word (paragraph, tab, etc.). I found what I'm looking for by going to the Insert Tab>Text>Object>Microsoft Word Document. I re-sized it to the height and width I need but I can't lock it into place.

Is there a way to lock the size of the object and its position on the sheet while still allowing users to insert text?

I use Excel 2013.
