Make a List from a table with multiple criteria

I have a table , Country, Cities , Sales and Items.
I want to make a List depending some criteria as Country and first "n" rows of City.("n" is Criteria of how many rows to be listed.
With formula if possible or macro (if no remedy).
In attached file you can see all detail and explanation.

Thanks for your kind interest.
If criteria number of a city > rows of city in sheet 1 then all rows of city will be listed at "LIST"page.
If rows of city in sheet 1 > criteria number of a city > then only criteria numbe rows of city will be listed at "LIST"page.

This conditions explanied in the Sheets of the attached file. You can look at.
