Moving data from one list to another based on multiple criteria

Hi All,
I'm in need of some help. Below is the scenario.
I have a long list of retail branches that fall into different sales regions. This main tab has all the sales branches. In the columns are the regions of the branch, the branch names itself, their sales goals, sales actuals, and their % to sales goals.

On another tab I've created a rollup that shows the count of stores that are missing plan, exceeding plan, etc. And I have a drop down that changes the regions and shows the new rollup. I want to, as I change the region by using the dropdown, to pull in the list of stores that currently aren't hitting their goals. So the criteria that I would need to pull these stores then is by the region and the % to goal. So if 10 stores are in region x and 3 of them are under 100% of goal then when I select that region from the dropdown it will pull in those 3 stores names.

Any help would be great.
