Formula Only Once Date Triggers

Good morning,

Im trying to write a formula that is based on multiple criteria that would allow me to show a monthly ramp of for the production of goods based on the first months start date. I’ve attached a workbook which shows the ramp up of production for the first three months and continuing at 100% capacity for months 4 and beyond. However, I want data in H5:S7 to trigger based on the start date of production in F5:F7. I’ve highlighted the data as it should populate in yellow.

Is this possible?
