Subtotal including first Row of next group

Hi All:

I'm running the subtotal function, but for some reason Excel is including first row of next group in one of the groups. The label I am subtotalling on is the result of a formula, but why would that make a difference?

Please see row 11 and 12 in the attachment (I hope I did that right).

There is mostly errors shown in the file. There is a reference to another file which is not included and it is unknown what is being drawn from that file.
