COUNTIF that evaluates whether or not a time stamp is within a time range

Hi Folks,

I'm looking for a countif function that evaluates whether or not a Time stamp in Column B is within any date ranges created by a series of time stamps in column A

Example:

2/14/14 1:26 PM
2/14/14 2:26 PM 2/14/14 1:30 PM 1
2/14/14 3:26 PM 2/14/14 1:36 PM 1
2/14/14 4:26 PM 2/14/14 4:24 PM 1
2/14/14 5:26 PM 2/14/14 6:24 PM 0
