Offset function not capturing entire range

You can use the below formula while defining named range (below formula is for column A):

=OFFSET(SiteTrac!$A$1,0,0,MAX(MATCH(1E+306,SiteTrac!$A:$A,1),MATCH("*",SiteTrac!$A:$A,-1)),1)
