    ...and just because I hate leaving these things,and without being dependent on Analysis Tool Pak

    Formula: copy to clipboard 
    =MONTH(A1)-1+DAY(A1)/DAY(DATE(YEAR(A1),MONTH(A1)+1,1)-1)
