Index Function Pulling Every 4th Result - I'm Stuck...

I have this working on other sheets, but on this one, it pulls only every 4th result. I am at a complete loss....

Shouldn't most of those references be absolute?

You're welcome.

You could probably more easily create the same result by autofiltering the overrides sheet.
