Select cells B2 to B13, then click on Conditional Formatting | New Rule | Use a formula. Then enter this formula in the dialogue box:
=AND(A2="Apples",B2>=0.4)
Click the Format button, then click Bold, and in the Color box click on red. Then OK your way out, and Excel will automatically adjust the cell references to suit the highlighted cells.
