How to populate fields with varying number of rows

I have attached a sample workbook in seeking help for this annoying issue. I basically want fields to automatically pull competitors from another tab when I change a program name, so one program might have 3 competitors with 3 program types (9 total rows) and another might have 1 competitor with 2 program types. I was going to have it look up on a pivot table, but that turned out to be really complicated.

Note that the programs (1,2,3) in Blue are manually typed, and the cells in red should look to a table based on the programs I type in Blue.

There is no Data for some of the entries you have listed in the summary. For example:
    Program 1 - Competitor A - Type 2

What do you want listed in that scenario?
Please click the * icon below if I have helped.

Any space below each competitor would apply to that competitor.

What I meant was that in your data in Sheet 2, there is no data for that scenario.

I feel Pivot tables are still your best option. If the attached file does not work, give examples for why it doesn't and a workaround might be possible.
