To post a question in Comercial Services you should buy points using Paypal / Credit card to be able to post a question.

There is no rule what answers are answered sooner. It rather depends on simplicity of question.
If you post simple question in General (Free) Forum you will probably get your answer within a few minutes.

The CS forum is a "paid" forum. You buy points, and then offer those points (all or some of them, depending on how complex your question is). Experienced members will them offer to answer your question for the fee you offered, or they will ask for more points (money) to answer.

So basically, you pay, they answer, and generally quicker than might be the case in the general forums, because members will dedicate more of their time to you.
