Creating substrings

Hello,

I work as trader on Forex market a long time now and last month someone shared a very interesting trading method based on currency DNA.

First step is creating all possible substrings with lenght 4-13 from column 'F' called 'Binary' (see attach.) Its very long string containing 24237 elements. What Formula/Function should I use? Can u kindly help me with this?
